Question 1. What is VVGNLI?
Answer 1. V.V. Giri National Labour Institute, an autonomous body of the Ministry of Labour and Employment, Government of India, set up in July 1974, situated at Sector-24, NOIDA, has grown into a premier Institute of labour research and education. Since its inception, the institute has endeavored through its research, training, education and publications to reach out to diverse groups concerned with various aspects of labour in organized and the unorganized sectors.

Question 2. Vision and Mission of VVGNLI.
Answer 2. 
Vision:
A globally reputed institution and centre of excellence in labour research and training committed to enhancing the quality of work and work relations.
Mission: Institute’s mission is to bring labour and labour relations as the central feature in development agenda through:

  • Addressing issues of transformations in the world of work;
  • Disseminating knowledge, skills and attitudes to major social partners and stakeholders  concerned with labour and employment;
  • Undertaking research studies and training interventions of world class standards;
  • Building understanding and partnerships with globally respected institutions involved with labour.


Question 3. What are the objectives of the Institute?
Answer 3. Following are the objectives:

  1. To undertake, aid, promote and coordinate research on its own or in collaboration with other agencies, both national and international.
  2. To undertake and assist in organizing training and education programmes, seminars and workshops.
  3. To establish wings for:
    • Education, training and orientation.
    • Research, including action research.
    • Consultancy, and
    • Publication and other such activities as may be necessary for achieving the objectives of the society.
  4. To analyze specific problems encountered in the planning and implementation of labour and allied programmes and to suggest remedial measures.
  5. To prepare, print and publish papers, periodicals and books.
  6. To establish and maintain library and information services.
  7. To collaborate with other institutions and agencies in India and abroad which have similar objectives.
  8. To offer fellowships, prizes and stipends.


Question 4. What is the Composition of the Institute?
Answer 4. The Institute shall consist of the following members:

  1. Union Minister for Labour : President
  2. Minister of State for Labour : Vice-President
  3. Six Central Government Representatives
    • Secretary, Ministry of Labour : Vice-President
    • Addl. Secretary, Ministry of Labour : Member
    • Joint Secretary or an officer of equivalent status looking after the work of VVGNLI in the Ministry of Labour : Member
    • Financial Adviser, Ministry of Labour : Member
    • Secretary, Department of Secondary and Higher Education, Ministry of HRD : Member
    • Advisor, LEM, Planning Commission Yojana Bhawan : Member
  4. Two representatives from Workers’ Organisations : Member
  5. Two representatives from Employers’ organizations : Member
  6. Four eminent persons who have made noteworthy contribution in the field of labour or related fields : Member 
  7. Two members of Parliament (one each from Lok Sabha & Rajya Sabha) : Member

Labour & Development:
Labour & Development is a bi-annual journal. The journal is dedicated to advancing Labour & Developmentthe understanding of various aspects of labour through theoretical analysis and empirical investigations. The journal publishes articles of high academic quality in the field of labour and related areas with emphasis on socio-economic, historical as well as legal aspects and also publishes research notes and book reviews on themes particularly in the context of developing countries.

Awards DigestAwards Digest: Journal of Labour Legislation is a bi-monthly journal which is dedicated to the dissemination of information concerning labour laws. These laws are continuously being amended. Courts are interpreting the provisions of labour laws. It is our endeavour to present these changes and also gist of the court decisions for executives from industries, labour administrators, trade union cadres, legal practitioners, researchers and students of labour laws etc. However, our primary concern is to present the digest of judicial decisions of the various courts, concerning labour and industrial relations.

Shram Vidhan (Hindi)Shram Vidhan is a bi-monthly journal which is dedicated to the dissemination of Shram Vidhan (Hindi)information concerning labour laws. These laws are continuously being amended. Courts are interpreting the provisions of labour laws.
