Course Aim

The growing diversification of work arrangements has become a distinct feature of today’s labour markets. Over the years it has been seen that automation and digitalization have transformed several traditional forms of employment and also led to the emergence of several new forms of employment, such as the ‘platform’ economy. As the world of work continues to evolve, shaped by global trends such as digitalisation, automation and globalisation, as well as socio-demographic changes, social protection systems will need to adapt to changing contexts and demands. While some emerging work and employment arrangements may provide greater flexibility for workers and employers, they may lead to significant gaps in social protection coverage. It is therefore necessary to strengthen and adapt social protection systems for a changing world of work. More than ever, they have a key role in preventing poverty, reducing inequality, enhancing income security and enabling workers and their families better to navigate work and life transitions.

Course Objective
  • Trace the transformations in the labour market and understand its implications in terms of social protection of workers;
  • Understand the innovative policy responses that countries have put forward to better adapt their social protection systems to evolving demands in a changing world;
  • Review and highlight the policy options in the Indian context through the recent code on Social Security, 2020.

Course Aim

The programme aims to strengthen the understanding and knowledge of participants on working together in collaboration to address the issues of bonded labour and child labour.

Course Objective
  • Enhance better understanding of the Bonded Labour System (Abolition) Act and Child Labour (Prohibition and Regulation) Act and related legal framework and policies.
  • To equip participants with knowledge on role and responsibilities of stakeholders and social partners in general and the law enforcement agencies andkey statutory bodies mandated to address these issues in particular.
  • To enhance understanding on the linkages between bonded labour, human trafficking, and distress migration and also the intersectional dimensions of crime, exploitation, and violation of wages in the bonded labour practice.
  • To discuss methods of hot-spot mapping, and transit points identification.
  • To discuss the role and need for proper coordination between Police, Labour Department and District Administration in combatting the problem at different stages of rescue, rehabilitation, repatriation and prosecutionand also to discuss the role of Police as first responders to the crime.
Course Profile

Overview of Policies, Laws and constitutional provisions relating to child labour and bonded labour; cases studies to discuss the linkage between bonded labour, distress migration and human trafficking; role of key departments of the State Governments and the line Departments of the District Administration; Role of child Protection Mechanisms and structures; Standard Operating Procedures, Central Sector Schemes and the status of their implementation and other related matters.

Methodology This training will be delivered in an online mode. The training will primarily make use of lectures, case studies and experience sharing. It will also include group discussions and thus be participative in nature.
