Shri Harsh Singh Rawat is an accomplished professional with over 30 years of experience in the areas of finance and accounts, administration, logistics, establishment, and general office management. He currently serves as the Administrative Officer at the V.V. Giri National Labour Institute, an autonomous body under the Ministry of Labour & Employment, Government of India.
He is a Fellow Member of the Institute of Cost Accountants of India (ICMAI) and a Merit Holder in the ICMAI Final Examination. He also holds an MBA in Finance from Madurai Kamaraj University and a Bachelor’s degree in Commerce from PGDAV College, University of Delhi.
Shri Rawat began his career in the private sector, where he worked for over six years in reputed organizations, gaining valuable experience in financial management and administrative operations. He subsequently held key positions in several prestigious autonomous institutions, including:
• National Brain Research Centre (Ministry of Science & Technology)
• Delhi Development Authority (DDA), where he served as Deputy Chief Accounts Officer
He joined the V.V. Giri National Labour Institute as Accounts Officer and was elevated to the post of Administrative Officer in July 2016. In his current role, he is responsible for overseeing administrative functions, ensuring regulatory compliance, and supporting the Institute’s operational and strategic objectives.
N. R. De Resource Centre on Labour Information (NRDRCLI) is one of the most reputed library cum documentation Centre in the area of labour studies in the country. The Centre was renamed in memory of late (Shri) Nitish R. De, the founder Dean of the Institute on July 01, 1999 to commemorate the Silver Jubilee Celebration of the Institute. The Centre is fully computerized and offers the following services and products to its users. The Institute has been registered with National Library Network and has become Institutional Member of DELNET (Developing Library Network), New Delhi.
Physical Achievements Books – The library has 65683 books / reports / bound volume of journals / slides / CDs / photographs / posters / banners / audio visual, etc till June 2024. Journals – The library regularly subscribed to 108 professional journals, magazines and newspapers in printed and electronic forms.

The Institute is also publishing a series entitled, NLI Research Studies Series, to disseminate the findings of the research activities of the Institute. So far the Institute has published 144 research findings in this series.
Child Hope is a quarterly Newsletter of the Institute. It is being brought out to pave way for ending child labour by reaching out to different sections of society and mobilizing their efforts in this direction.
Indradhanush is a bi-monthly Newsletter brought out by the Institute which captures Institute’s multifarious activities in the area of research, training and education, workshop, seminar etc. The Newsletter also brings out brief details about different events organized by the Institute. It also highlights professional engagements of the Director General and faculty members along with profiling the visits of the distinguished persons who visit the Institute.
Shram Vidhan is a quarterly hindi journal which brings out a summary of the latest case laws in the field of labour and industrial relations. the decisions rendered by the Supreme Court, High Courts and Central Administrative Tribunals are reported in the journal. This journal is also a valuable reference for personnel managers, trade union leaders and workers, advisors to labour laws, educational institutions, conciliation officers, arbitrators of industrial disputes, practicing advocates and students of labour laws.
Awards Digest is a quarterly journal which brings out a summary of the latest case laws in the field of labour and industrial relations. the decisions rendered by the Supreme Court, High Courts and Central Administrative Tribunals are reported in the journal.
