Course Title TRAINING PROGRAMME ON TRANSITIONING FROM INFORMALITY TO FORMALITY
Course Aim The training programme aims to enhance the capacity of the participants to understand the statistical and measurement issues and characteristics of the informal economy workers from international and national perspective. The course will also focus on steps taken towards formalization of workers and economic units at national and international level in accordance with the Recommendation 204 of the ILO.
Course Objective The programme is specifically being organised by the Institute in order to achieve following main objectives:- 1- Impart knowledge on the concepts, statistical and measurements issues involving informal economy 2- Provide understanding about the composition and characteristics of the informal economy 3- Learn about the effect of Covid-19 on the informal economy workers and enterprises 4- Share good practices and lessons learnt from national and international context relating to design and implementation of policies and programmes for transition from informality to formality
Course Profile The concept of informality and how to measure informality and its main drivers; integrated strategy and institutional framework for transition towards formality; labour reform and enactment of labour codes in India and its implications for transition to formal economy; Extension of social protection and skills development as a formalization strategy; Role of workers and employer’s organization in promoting formality; transition to formal economy – sharing of good practices and lessons learnt from national and international level.
Methodology Lecture, Structured Group Exercise and Simulation Games.
Participation Level Officials of State and Central Labour Department, Representative of Employers’ Organisation, Central Trade Unions and Researchers. For the welfare of vulnerable and marginalized groups of the society, we will appreciate if participants from reserved categories (SC/ST) are also nominated.
