Employment, in its quantitative and more pertinently in its qualitative aspects, is one of the
central concerns of public policy. While employment creation remains a crucial long term
policy goal, it is now emerging as one of the most important policy instruments for tackling
economic slowdown. Employment is not only a macroeconomic phenomena – its
importance and social and individual level is far greater. Employment remains the foremost
means for providing social security and tackling insecurities at the individual level. It is in
this context that this programme addresses various dimensions related to generation of
quality employment as a means to achieve the national goal of sustainable and inclusive
growth.

The 2030 Agenda for Sustainable Development provides for a strong link between decent work and migration in Sustainable Development Goal 8 (SDG) of promoting ‘sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all’. The huge potential contribution of labour migration to an inclusive development process can be fully harnessed only if there is a nuanced understanding of the emerging forms and nature of labour flows, on the one hand, and their impacts and implications at the micro and macro levels in the sending and receiving regions, on the other. This programme aims at aims at developing the capacities of researchers and policy makers towards explicating the emerging issues in migration, especially in terms of research and policy concerns.

This has been compounded by the emergence of the digital economy, automation and globalization. It is seen that global supply chains connect industries and workers throughout the globe, new technologies have been transforming the workplace, and new professions are emerging. All these dynamics have resulted in lower levels of protection and call for adequate and adapted policy responses. Recognising the importance of this challenges, the Workshop aims at discussing and identifying gaps in social protection resulting from the rise in nonstandard forms of employment and thereby identify the opportunities for structural change in order to reduce risks and ensure effective social protection for all.
