The structure of the labour force has undergone tremendous change especially
during the present decade. From overtime to fixed time to flexible nature of work,
nature of work has undergone tremendous change and discussed by policy makers
across globe. Especially with entry of young skilled workers, semiskilled and
unskilled workforce has being pushed to temporary nature of work which is generally
contractual in nature. Even within Government Sector there is tremendous increase
in contractual staff in peripheral activities. These concerns have resulted in various
dimensions like increased working hours, no social security benefits for contractual
labour. Within these emergency concerns this programme has been announced for
addressing mentioned concerns within the holistic frame work.

The programme endeavours to sensitize the participants about the inequalities
prevalent in the world of work and the challenges faced by women in the labour market.
It would also enable the participants in developing an understanding about the existing
legal instruments and international labour standards for ensuring equality at workplace
and promoting workers’ rights based on a model of social justice. The programme also
aims to address the larger questions on intersection of paid work and unpaid
unpaid/care work and recognition of care as a right that need to be incorporated into the
policy framework for facilitating women’s employment and sustenance in the labour
market.

The growing diversification of work arrangements has become a distinct feature of today’s labour markets. Over the years it has been seen that automation and digitalization have transformed several traditional forms of employment and also led to the emergence of several new forms of employment, such as the ‘platform’ economy. As the world of work continues to evolve, shaped by global trends such as digitalisation, automation and globalisation, as well as socio-demographic changes, social protection systems will need to adapt to changing contexts and demands. While some emerging work and employment arrangements may provide greater flexibility for workers and employers, they may lead to significant gaps in social protection coverage. It is therefore necessary to strengthen and adapt social protection systems for a changing world of work. Morever, they have a key role in preventing poverty, reducing inequality, enhancing income security and enabling workers and their families better to navigate work and life transitions.

Migration is one of the defining features of the contemporary world of work and is integral to the process of social and economic development. The 2030 Agenda for Sustainable Development provides for a strong link between decent work and migration in Sustainable Development Goal 8 (SDG) of promoting ‘sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all’. The huge potential contribution of labour migration to an inclusive development process can be fully harnessed only if there is a nuanced understanding of the emerging forms and nature of labour flows, on the one hand, and their impacts and implications at the micro and macro levels in the sending and receiving regions, on the other. This programme aims at aims at developing the capacities of researchers and policy makers towards explicating the emerging issues in migration, especially in terms of research and policy concerns.

The challenge is more pronounced in case of developing countries with large informal economy and with high annual entrance to the workforce.
